Shalom: A Heaven on Earth Re-Story
Shalom is often misunderstood as just peace. But in Scripture, it speaks of wholeness and restoration of relationship with God, with neighbor, with creation, and even with ourselves.
For over 40 years, CLDI has been committed to bringing Shalom to the South Side of Billings through our three-part approach:
Invested Relationships, Holistic Programs, and Restoration Through Development.
We long to see a neighborhood marked by healing, wholeness, and the presence of God.
Shalom is not a one-time experience. Nor is it achieved by one valiant effort or one fantastic program. Shalom is bringing heaven on earth by His Spirit through people like you who are committed to the process of transformation and restoration.
It’s a restoring — a Re-Story-ing of a person, of a family, of a community.
3 Part Approach
Real change isn’t fast or flashy—it’s faithful. That’s why our approach is built into three levels:
1. Invested Relationships
Change happens in the context of consistent presence and trust. Our team lives in the neighborhood and walks with people through every step of their journey highs, lows, and everything in between. We stay when others choose to go.
2. Holistic Programs
From transitional housing and job training to mentorship and discipleship, we provide practical, gospel-centered pathways toward long-term healing and freedom.
3. Restoration Through Development
We’re transforming the landscape of our community creating housing, jobs, and safe spaces that restore dignity and renew opportunity.

We believe real, lasting change happens in the context of deep, consistent relationship—not quick fixes. Because we live here, we see the beauty and the brokenness firsthand. Our neighbors face deep challenges: poverty, addiction, incarceration, and trauma.
For those facing these challenges, stability is rare and support is often short-lived. That’s why we walk with people through every season—setbacks and victories, relapse and restoration—committed to showing up even when things get messy.

Restoring Lives Through Mentorship, Discipleship & Practical Support
As we build relationships in the South Side, we listen to stories, observe patterns, and recognize gaps. Every program CLDI offers was born from these lived experiences: women needing safe housing after treatment, youth seeking mentorship amid challenging circumstances, young adults wanting meaningful work opportunities. We don’t create programs based on assumptions or outside models, but from the authentic needs revealed through genuine relationship.

Transforming Neighborhoods for Lasting Impact
As we walked alongside our neighbors through relationship and programs, we saw clearly that true Shalom required transforming the physical landscape of our community. Dilapidated buildings, lack of safe housing, and limited economic opportunities were tangible barriers to wholeness.
We recognized that to truly bring Shalom, we needed to create spaces where dignity could flourish—affordable homes where families could stabilize, businesses where meaningful work could happen, and gathering places where community could strengthen.
